【摘要】:1.1ThisdocumentisprovidedasanintroductoryguidetoassistdevelopersininteractionswithCAAs.PartIprovidesguidanceforobtainingaFAforexperimentalanddevelopmentalwork,whilePartIIdescribessomeoftheissuestobeaddressedwhenseekingaTypeCertificate.ManyreaderswillnotneedtoreadPartIIasitrelatestoamuchmorerigorousandstructuredprocedurethatisexpectedtobeappliedwhenthedeveloperwishestohavetheUASusedincommercialoperations.Thematerialpresentedhereisprimarilybasedonexistingpractices,proceduresandregulationsoftheU.S.FederalAviationAdministration.ManycountriesadoptFAAproceduresdirectly,whileothers,suchastheEuropeanauthorities,AustraliaandCanada,workwiththeFAAtoensurethatregulatorypracticesareharmonizedtothemaximumextentpractical.Theguidancepresentedhereisanticipatory,sinceitislikelythatnewregulationsspecifictoUASwillbeissuedinduecourse;thecontentsofthisdocumentbuildsonexistingregulationswhilelookingforwardtofuturechanges.1.2TheFAArequiresthatacivilUAS,withtheexceptionofthosethatarePublicaircraft,mustobtainanExperimentalCertificatebeforeoperatingintheNationalAirspaceSystem(NAS).TheproceduresforobtainingacivilCertificateofAirworthiness(CofA)arecontainedin14CFRPart21oftheFederalAviationRegulations(FARPart21).CivilUASthatexpectsubstantiallyroutineaccesstotheNAS,operatingforcompensationandhire,willneedtoundergoafullFARPart21TypeCertification,followedbytheissuanceofanFAAstandardCofA.TheexistingproceduresforTypeCertificationarediscussedinPartIIofthisGuide.Basedonexperiencewithconventionalcivilaircraftcertifications,theproceduresandrequirementsassociatedwiththetypecertificationprocessandissuanceofastandardCofAaredemanding,costlyandtime-consuming.SinceUASrepresentanewclassofaircraft,theprocedurewillnodoubtberigorous.1.3ManyoftheregulationsandstandardsrequiredforfullapplicationofstandardairworthinesscertificationtoUAShavenotyetbeendeveloped.Foraninterimperiod,astheFAAandothersdevelopandimplementacivilUASregulatoryframework,theFAAisallowingindividualcivilUAStohavelimitedaccesstotheNASwhentheysatisfyrequirementsforaFARPart21ExperimentalCertificate.WithanExperimentalCertificate,operationaluseoftheUASisstrictlydefinedandsubstantiallylimited,andtheassociatedairworthinessrequirementsarelessdemandingthantheywouldbeforfull,standardcertification,consistentwiththeoperationallimits.1.4ThisisclearlyatimeoftransitionforcivilUASregulation.ItisalsoatimeoftransitionforthecommunitiesofusersandmanufacturersofcivilUAS,manyofwhomhaverelativelylittleexperienceintheregulatedcivilaviationdomains.ThisdocumentismeanttoprovideabridgefortheseUASpractitioners,astheeraofregulatedcommercialUASemerges.1.5ObjectivesTheobjectivesofthisrecommendedpracticedocumentareto:1.5.1Present,inasingle,manageabledocument,anoverviewoftheaircraftcertificationproceduresthatwillbeadaptedtotheneedsofUASasthecivilUASregulatoryframeworktakesshape.TheprocedureswillbebasedlargelyontheprocedurespresentlyappliedbytheU.S.FAA;1.5.2Describetheproceduresandrequirements,basedoncurrentlyavailablepolicyinformation,thatgoverntheissuingofaFARPart21ExperimentalCertificateforaUAS;and1.5.3Describe,insomedetail,theprocessesthatareanticipatedforachievingTypeCertificationofaUAS.1.6OutlineThisdocumentwillbeginwithanoverviewoftheregulatorystructureasitcurrentlyisapplied,followedbyadiscussionofsomespecificissuesthatrelatetoacquiringapprovalforoperationofaUAS.Thisdiscu......
